Looking wistfully back, we have attempted to expose the folly of rent control measures, with varied success. Despite some measures in the loss column, we are encouraged by San Jose's recent rejection of efforts to peg rent increases to inflation. Coupled with victories in Pacifica and other locales, we remain cautiously optimistic that the tides are turning in favor of sensible housing policies that protect the rights of responsible property owners.
